I've looked everywhere I could find to look, but I haven't figured out how a level "under judgement" is to get out of judgement, nor what it really means or its purpose.
I suppose it may be under construction through the "Learn more" link at the top of the Last Legacy Level Portal page?

AFAIK it is not implemented yet. The currently "approved" levels were randomly selected a while ago.

There are still a hell lot of 5+-voted levels "under judgement," some having 5+ votes even before several others were chosen.
