[I] Water is unfinished. [As of NS:RC3]

Even though it no longer bugs out like the way it used to, there are still a few issues with it:

1. When playing the level, its color changes will reset. This makes recoloring it useless.
2. "Hurts characters" cannot be clicked. Is it even supposed to exist? I hope so, it would be fun to play with.
3. It can only be resized by scaling it. Nothing happens when changing the width or height.
