[I] Periodic rotation doesn't seem to do anything.

PLEASE tell me I'm wrong, but I cannot find anything different with how Periodic rotation works; I think it's broken, because I believe I know how it's supposed to work. Right now, all it seems to do is just plain rotation without any pausing.
(Note: I'm testing this with Blocks.)
